We are pleased to be able to advise that the appeal to the
Planning Inspectorate by the occupant of No 12 has been dismissed
by the Inspectorate on 6th March. The dismissal is on the
basis that the proposal would result in unacceptable harm
to the character and appearance of the area, would seriously
undermine the pleasant sense of openness, and would be in
conflict with the Council's Unitary Development Plans No's
D1 and D2

statement comprises 4 pages and sets out in detail the views
of the Inspector following site visit as well as all the reasons
for his decision.
Over 100 Letters of objection were sent to the council and
a large number also to the Planning Inspectorate at Bristol.
Car Parking at Lostock Station
We had a site meeting in February, with Steve Magner,
Network Planning Assistant and Phil Havenhead, Project Manager,
to get the latest information on the extensions. It has been
a long slow process, compounded by the change of ownership
and franchises. However, whilst monies have been allocated
for the design, problems remain regarding the purchase of
additional land, the cost of surfacing and the costs of long
term maintenance.
It is anticipated that planning permission will be sought
in the next few weeks
Dentdale Drive
An application was made in 2004 for the development of the
old “ 100ft Quarry” site to build 3 houses with
access from Dentdale Drive and the station car park. This
site is in a wild life corridor and the Dentdale Drive access
is in a Green Field area. Needless to say this was refused.
Thanks to the residents and for help from Bolton Wild Life
Trust. A second application was made in February this year,
this time for 6 houses, but without the access from the station
car park. Planning Councillors also turned this down after
a site visit. Thanks to the Councillors.
Mobile Phone Mast at the junction of Junction Rd.
West with Beaumont Rd.
This was for another mast, proposed to be erected within about
20 metres of one erected last year and within about 100 metres
of an existing one at the nearby farm. Local residents objected,
a site meeting was held with Planning Councillors and the
application was refused at the Planning meeting in the afternoon
Apartments and Town Houses at Lostock Junction Station
The latest planning application was to introduce passageways
between the Town Houses, to gain access to the rear of the
buildings, with modifications within the houses to accommodate
them. The modifications were considered to be min/or and were
passed by the Council
Traffic lights at the junction of Regent Road with
Chorley New Road
This was briefly raised at the meeting with the Councillors
and Highways, (see over ) but there was insufficient time
to discuss it in depth and it is a topic that requires a good
deal of debate. We have been trying for over two years to
persuade Highways of the need for lights, but with no success.
We gave notice at the meeting, that we wished to have another
meeting with those present, where the lights would be the
sole topic. We will require much support from residents and
we shall circulate a letter outlining our case again. We would
then ask you to write letters of support, if you agree that
lights are needed.
Glengarth traffic calming
Five of your Committee met with Cllrs. D.Wilkinson and R.Allen
and Mr. J.G.Evans, Head of Highways Management, to discuss
the merits of the survey and to find what conclusions had
been made. We made it clear that we had not influenced the
residents in any way; no circulars. We congratulated them
on their work on Beaumont Road and thanked them for the traffic
lights at the end of Glengarth Drive, both of which, we hope
you will agree, are a great success.
At the meeting we did object to the nature of the questionnaire;
it’s lack of choice of the various types of calming;
the use of humps in cul-de-sacs; the lack of common sense.
You can have anything you like as long as it’s “Sleeping
Policemen.” Signage, to deter H.G.V’S at all entry
points to the area, which Guy Harkin promised us last year,
was again raised. Some are already up, so it must be a partial
success.
We subsequently exchanged notes both parties made, and correspondence
is still continuing. On the positive side, the council has
promised to consult the public again and to eliminate the
humps in cul-de-sacs. They have asked if our committee would
help in formulating the next consultation and we agreed. What
form this will take, we do not yet know but we think it’s
a step in the right direction.
